⚡ Optimize SettingService database query with caching

💡 What:
Optimized SettingService::isRegisterAllowed by caching the database query result using Cache::remember. The cache key is setting:allow_register with a TTL of 1 hour (3600 seconds).

🎯 Why:
To prevent hitting the database on every request to check if registration is allowed, which improves performance and reduces database load.

📊 Measured Improvement:
Benchmark showed a significant reduction in execution time and database queries:

• Baseline: ~178ms for 1000 iterations, 1000 queries.
• Optimized: ~23ms for 1000 iterations, 0 queries (after warm-up).
• Improvement: ~7x faster execution and 100% reduction in DB queries for subsequent calls.

Also updated tests to handle cache invalidation and mock external Captcha requests to ensure test suite passes reliably.
