State Machine Implementation

Todo:

• Add event to exit processing state (currently only leaves on fault) (deleted processing)
• No event currently will put the board into the recovery state (deleted recovery)
• What should the RTIC task priority be? How important is this task relatively?

The tests I have put down will not work because we have no native test harness. A defmt test suite should be written to cover all the state machine and should run these tests as part of that suite when created.
