What this PR does / why we need it:

It's my understanding that Daniel shifted focus to work on other projects, so following https://www.kubernetes.dev/docs/guide/owners/#emeritus I am moving him to emeritus_approvers.

@danielvegamyhre thank you for all your contributions and feel free to come back to JobSet!

Personally, I'd like to also thank Daniel for helping me when I joined the JobSet community. It means a lot to me : )
