We have password protected the files in the "governance" folder, as they are not yet ready for public release.
But the "contributions" page should be excluded from the password protection and available to view by the public.
However Aly can only password protect the entire folder.
Therefore I am moving it out of the folder into another folder temporarily.
I also create a docusaurus redirect so that the old link sends people to the new location.
However building the docs fails because it says the new path is invalid, probably because it has not recognized the move yet.
