Describe changes:

• Move ssh detect code to pure rust
• bindgen SCSigMatchSilentErrorEnabled
• Introduce helper SCDetectRegisterBufferLowerMd5Callbacks and generic DetectLowerSetupCallback

Follow-up on #14628 and finishes all ssh keywords
