Preflight validation check for resource(s) for container service prow-usw3j144-svc in resource group hcp-underlay-prow-usw3j144-svc failed. Message: Requested change in revisions is not allowed. Reason: Change from current revision(s) [] to requested [\\\"asm-1-25\\\" \\\"asm-1-26\\\"] is not valid. Please verify current revision is not empty and requested revision is returned in 'az aks mesh get-upgrades

Something with how this pipeline works is broken.
