Generates keys and synchronizes them among the 3 components that need to share them. Also mostly uses PEM files for configuration because the base64 format was not clear, but still uses the smaller raw base64 public keys in the registry database. Also cleaned out unused code and separated components of agent_app.
Should now be plug-and-play except one pre-existing bug with the Playwright agent not selecting a state in checkout, but the user can do this manually to get through checkout.
