Yeah, you can cancel X-mode during the shinespark wind-up, in which case it would be 0 frames.
I think when these X-mode blue suit strats first started being added, they assumed releasing X-mode mid-spark, so I'm sure lots of them have a non-zero "frames". Releasing during wind-up is a bit more complex sequence of inputs (e.g. you need to release up before pressing jump to spark, then need to jump out of the spikes before i-frames expire), but it has a big timing window so it's not necessarily harder once practiced. So it seems reasonable to assume as part of "canXModeBlueSuit" tech

like this. Some of them have non zero frames where a pseudo super jump (releasing x-ray shortly after launching a spark) is preferable, to negate spike damage or make it to a higher platform.
