tt.bot v4

tt.bot v4 is a large release of tt.bot. A lot of things has changed, a lot of things has been added and removed:

Changelog:

• tt.bot is rewritten utilizing the new Sosamba framework, made to be hackable and improved.
• extensions were rewritten to adapt to latest API changes
• web was rewritten to use Bulma
• [tt.bot block] in the command topic will NOT work anymore. Revoke tt.bot's permission to send messages in the channel instead.
• added a docker image for tt.bot

Command changes:

• some commands use Discord permissions in order to invoke the command
  ban: new switch - soft for softbanning people
  emoji: uses APNG instead of GIF in order to increase image quality
  feedback: removed
  intelligentcleaning: removed
  phone lookup: defaults to the number of the channel
  inviteinspector: detects if tt.bot is banned from the guild
  serverinfo: shows more newer information from Discord
