[WIP] Fix missing nltk dependencies during launch

Check the logs as the nltk and a few other deps are failing yo be found on launch. as the system has, roughly 9-12 i think, different segments that are to launch in the start-up sequence, yet fail.

Do an exhaustive search and be thorough and tactful with your planning. you are allowed up to 30 tasks, in sets of 10 using copilot code review in between tasks to ensure alignment.
