Updated dependencies and set random-route

• Added missing jdbc validator dependency which was causing the app to fail to start
• Update to Spring Boot 2.x and needed SCS dependencies
• Use random routes to avoid conflicts if host already taken

Validated changes by deploying on Pivotal Cloud Foundry.
PS: Apologies for the indentation but the project didn't have an .editorconf file
