Add opt-in Suspense support to hooks

Summary

• add Suspense-aware helper wiring for account/balance/SPL token hooks gated by QuerySuspenseContext
• add localized Suspense boundaries per tab in the react example app
• keep default behavior unchanged for non-suspense consumers; door is open for further hook coverage
• scope publishing to @solana/client and @solana/react-hooks only; move compat parity tests under tests/
