Previously, GitHub Actions tests were platform-dependent (Selenium only on windows runners, playwright only on ubuntu runners), and for selenium tests the SUT was spined up in a before-launch hook, making the process less transparent. This PR moves the SUT run script to a dedicated GHA workflow step
