add support for repository_dispatch with payload

Pull Request description

This will archive recompiled OPL Commits into mega instead of everriding the previous entry, also, a new workflow step was added to append the commit responsible of triggering the recompilation into the release body

NOTE:

This should be merged after all Pull requests made to ps2dev are mreged, otherwise the archive will be filled with senseless builds

since it seems that no one cares about knowing wich repository and commit triggers a OPL Rebuild i'm closing this
