This merge request contains Propel version 1.6.9 corrected to work with PHP 7.1

The tests have also been corrected.

1) PropelArrayFormatterWithTest::testFindOneWithOneToMany
Related objects are correctly hydrated
Failed asserting that 1 matches expected 2.

PHP 7.X - appending an array to an ArrayObject by reference is not possible anymore
