Update the Ruby Version Synchronization guidelines to reference rubygems.org/gems/rails/versions and clarify the selection strategy: - Check Required Ruby Version on rubygems.org - Select highest patch version (x.y.z) within minimum required minor version (x.y) - Added concrete example for clarity
