Python 3.13 tests on windows fail. Might be a system issue affecting 3.13.9, so we may need to pin 3.13 in CI to 3.13.7 for now. Will return to this later. |

It flaked in my PR but passed on retry, I assumed something transient. Maybe this timeout needs to be a little larger? Don't know what would be special about windows and 3.13 though |
