Update CI for cost-onprem-chart to run IQE tests

• Step ref: Added insights-qe-secrets credential mount and IQE env vars (RUN_IQE, IQE_PROFILE, LISTENER_CPU)
• Commands script: Creates Quay pull secret for IQE image, passes --run-iqe flags to deployment script, collects test artifacts
• CI config: Updated e2e to run smoke profile by default; added optional e2e-iqe-extended, e2e-iqe-stable, e2e-iqe-full jobs
