This is based on https://docs.google.com/document/d/1JMEL7hXT2j0nqGJN28YbkMTPY7qjrHFCtDUUFYStaw0/edit?pli=1&tab=t.0#heading=h.e6spuer7bqoe. However, in a scrum, Pablo Rodriguez Nava mentioned that the 4.22 process is different and will deliver an updated process. Hang onto this PR in the meantime.
