This PR adds structured Sphinx documentation for the Software Discovery Tool, including HTML output, navigation, and integration of existing Markdown and reStructuredText files.
Changes:
Added conf.py, Makefile, and index.rst.
Linked Installation.md, Contribute.md, Data_sources.md, and other .rst files in the table of contents.
Built HTML preview in _build/html.
Issue:
Closes #119
Impact:
Enables users and contributors to view and update project documentation easily.
