For some reason, frontend-component-footer specifies its own version of jest-environment-jsdom which is different from the one specified by frontend-build. So it was bumped to v30 automatically but this repo uses frontend-build's dependency on v29. So until openedx/frontend-build#669 is merged, we shouldn't merge this PR because it installs a ton of additional dependencies to support having both v29 and v30 installed simultaneously.
