feat: add Instructor Dashboard ORA summary API v2

Description

This PR adds the ORA V2 API endpoints (summary info) required by the Instructor Dashboard MFE. It also introduces a new package within the instructor app to encapsulate all logic related to these V2 endpoints.

Legacy versions of the Instructor Dashboard relied on Django views that rendered templates, mixing presentation logic with API behavior. This implementation shifts all business logic to RESTful endpoints, making them suitable for MFE consumption and improving maintainability.

Key Changes

• Introduces ORA V2 endpoints for the Instructor Dashboard MFE.
• • Add ORA Summary endpoint.
• Adds a dedicated package under the instructor app to isolate V2 logic.
• Decouples API logic from legacy server-rendered views.

Design Considerations

ORA2 is an external library used by edx-platform as the source of course assessment data. To maintain a clear separation of concerns, these endpoints act as thin wrappers that expose the OraAggregateData interface rather than duplicating ORA2 business logic.
