Fixes various issues with mangled displays of the class details pane and custom ontology set on the account settings page.

Fix update_info behavior to preserve appliance_id on partial API errors
Fixes an issue where the Rails application doesn't have access to the memcached environment variable early enough, i.e., production-type deployments show "down_retry_delay" errors.
