Create structure for sending reports to Verint and preliminary suggestion for layout for services structure Test included thought this may not currently actually successfully send a report though has done along the way. mysociety/societyworks#5213 mysociety/societyworks#5192
HTTP::Headers takes a hash, not a hashref, so change the call that sets up headers in get_unpacked_uploads_from.

Small fixup to deal with the response a little more standard matching some other integrations, then adds photo upload and update fetching (apart from a status mapping).
