The
conditionvariable appeared to always be false when the device action phase didn't match the action plan phase (TagProcessor, line 273), which would be the case when trying to undeploy beacons via an action plan. This tweak just prevents the list of planned actions from becoming empty due tocondition, allowing the phase to be set via a plan.
