Remove Ask AI criteria from catalog dialog

• Removed ai_question criteria entry (ID: 499F3572-E655-4DEE-953B-5F26BF0191D7) from common-docs/teachertool/catalog-shared.json
• Cleared Ask AI instances from general-code-quality.json example checklist

Impact
Users now access Ask AI exclusively through the dedicated button. The AskAIButton, AskAIOverlay, and addAiQuestionCriteriaToChecklist components remain unchanged and functional.
