chore: remove AZURE_DEV_COLLECT_TELEMETRY environment variable

Purpose

• This pull request makes a minor configuration adjustment to the containerApp module in infra/main.bicep. The change removes an environment variable related to telemetry collection.

• Removed the AZURE_DEV_COLLECT_TELEMETRY environment variable, which previously disabled telemetry collection for the container app.
