This looks great. Just the right level of detail.
I've added links to the lozenges so readers can find out more about the dependencies.
I've also clarified the bit about not committing changes as I can imagine it being confusing if you don't use git very often. But please change it if you have a better idea for explaining it.
I've added a link to the Hugo Server options, just in case people want to change the port or disable fast render - but I think keeping the readme instruction themselves as clear and simple as possible is best.

This is meant for the converted site. I don't think we really want to merge this here, but this way it doesn't clutter the current site's PR list.
