Summary of Changes

Enforced iface.status == InterfaceStatus::Activated before unlinking.
Returns DoubleZeroError::InvalidStatus if the interface is not activated.
CHANGELOG.md updated.

Testing Verification

rust & ci checks pass.

Closes #2230
