Add the Gentoo Portage Snapshot Signing Key (0xDCD05B71EAB94199527F44ACDB6B8C1F96D8BF6D) to enable GPG verification of portage during distrobuilder image builds. This key is officially listed on `https://www.gentoo.org/downloads/signatures/`. Signed-off-by: Chaosoffire <[email protected]>

This PR adds the Gentoo Portage Snapshot Signing Key to
images/gentoo.yamlto enable GPG verification of theportage-latest.tar.xzfile during distrobuilder image builds.Verification
