Experiments on what binning tiles into rows might look like.
All this does at the moment is introducing the tile binning, it doesn't yet really use it to simplify things (like tracking winding of pre-viewport culling). The current state is that this is slightly slower than
main, except potentially for sorting. For Tiger and paris-30k respectively, relative tiling time is +15% and +7%, sorting +11% and -8%, strip rendering (analytic AA) +8% and +10%.
