We have upgraded lance to 1.0.0 in the dependencies. This PR upgrades lance to 1.0.0 in the dev dependencies.
Lance 1.0.0 uses datafusion 50.3 with arrow 56.2, so this PR also upgrades these versions accordingly on both the Rust and Python side.
The cache-target is disabled, due to the "No disk space left" error.
