Changes:

Fix dependencies conflict to comply with Julia 1.12
Fix HDF5 type missing package error
Fix mismatch generic io buffer in SeisIOBuf to comply with Julia 1.12 (Base.GenericIOBuffer{Memory{UInt8,1}})

Tested in Ubuntu 22.04 using Julia 1.12
