Fix ban-junit4-pass

Fixes failure due to empty @Suite in ban-junit4-pass.
With the latest additions in JTH, the test starts to fail because now not only org.junit.platform:junit-platform-suite-api is pulled but also the execution engine for it.

Requires jenkinsci/jenkins-test-harness#1133 released & bumped here.

Testing done

Local testing with incremental.
