changes in this release:

• pin exact versions of problematic dependencies to ensure build continues to work
• change an instance of TempPath::from_path to TempPath::try_from_path (old function was deprecated)
• bump reqwest to version 0.13 (from 0.12)
  • the main change in this new version is the use of aws-lc instead of ring for TLS cryptography
