This makes it possible to pass in a closure when verifying DCAP quotes which allows TCB info from PCS to be modified after signature checks.
This is needed for special cases where we want to allow outdated TCB.
This is currently needed for Azure deployments.
It also means making the tcb_info module public in order to expose
TcbInfo.
