Fix: Adds build-essential to Python SDK generator docker image for compiling packages from source when pre-built wheels are unavailable (e.g., earlier numpy versions for Python 3.13).
Perf: move the system installation before the NODE_VERSION env variable to prevent node updates from invalidating the docker cache
Note: The docker image size increased from 763 MB to 1.01 GB, but this makes the setup more resilient for future packages.
