Remove calls to remote DB to parse CVE IDs
Super hacky because we go from Package=>CVEs to CVE=>Packages and then back to Package=>CVE, but w/e. This works! Works fine, tried + true.
Basis for merge is the merge-master branch because this is branched off of that.
