The current autotools build provides support for running tests, but it has fallen into disrepair.
Fix the autotools test harness by adding missing source and test files and updating the integration test runner to correctly find mock servers used in tests. Bring back the shared entry point used by tests that was removed in 31ccd57, and run tests in OSS CI.
Mark tests that need to be fixed or skipped for the OSS build as expected failures, so that they can be independently updated in follow-up changesets.
