[Accton][minipack3bta] Add initial FBOSS agent support for minipack3bta

Summary:

This change introduces the initial FBOSS agent–related code to support the MINIPACK3BTA platform. The implementation follows the guidelines outlined in “Common Code Changes” and “Agent Code Changes” from the New Platform Support
documentation.

Test Plan:

1. Pre-commit checks passed using: pre-commit run --files

2. Build verified with: --cmake-target fboss_fake_agent_targets
