[worker] Coalesce worker builds in EAS

Why

• Build Android and iOS worker tarballs together in a single EAS workflow run
• Avoid split builds across different machines and simplify uploads

How

• Update the EAS workflow to build and upload both iOS and Android tarballs
• Update the GitHub Actions workflow to run the EAS workflow once and upload both artifacts
• Cancel the EAS workflow run when the GitHub Actions job is canceled
