feat(esp_psram): Support multiple SPIRAM modes simultaneously (IDFGH-16969)

Description

Allows multiple SPIRAM modes (quad/hex/octal) to be enabled simultaneously. Attempts to initialize them in sequence, stopping on the first success.

*** Does not yet deal with MSPI related changes that seem to depend on the SPIRAM mode.
