Mgmt SoC Documentation Automation

Added a script which concatenate the rst files of the mgmt soc and changes the headers hierarchy to be organized in the TOC.
Also, changed the readthedocs.yml file to include PDF format. (need to be merged in main to make a new build in readthedocs and see the changes)

@NouranAbdelaziz, Jeff approved this 2 years ago but there are now conflicts in readthedocs. Can you check the conflicts and verify this is still good to merge?

I resolved the conflict based on readthedocs.yml which was in the main branch. This should not affect what was done in this branch (adding management soc documentation to readthedocs).
