Quarkus version of admin-service wasn't updated as it fails to compile aftre upgrading Quarkus version. Quarkus cannot generate the rules, which seems to be some issue in the rules. Also admin-serice seems to be broken since 724d7e2 See also https://issues.redhat.com/browse/DBZ-5733
