Add post_tagging Hook to Regenerate Maven Lockfile on Release

Configures the post_tagging hook in .codegen.json so that the tagging
workflow regenerates lockfile.json after bumping the version in pom.xml.
This keeps the Maven lockfile in sync with the project version automatically
on every release.

Also includes the updated tagging.py with post_tagging support and
regenerated lockfiles matching the current dependency tree.

Depends on databricks-eng/universe#1753416 which adds post_tagging
support to the shared tagging.py.
