Extremely basic and there should be generator/template specific drivers for extracting tags/categories, but it's a start.
Also pass-through case_insensitive parameter.
Drop support for artviper, since their service is gone.

Adding a bookmark now has a [configurable] ability to add/suggest tags based on the structure of the URL or on the content being bookmarked.
