Why are the changes needed?

As JDK 8 support dropped for development since 1.11.0, we are now able to use JDK 17+ for code sytle linting.

update spotless maven plugin to 3.3
update googlejavaformat to 1.35
update scalafmt to 3.10
remove 'jdk-21' profile for disabling Java style checks
