v3.1: runtime: Rekey p-token feature

Problem

p-token feature needs a rekey to go with the changes in SIMD-0444 (#9891). The new key is already on master but not on v3.1.

Since we reverted the original change in #9896, we need to rekey the feature on master as well. I will create a PR there and then mark it to backport, which at that point I will close this one as it won't be used.
