Update version from 0.1.0 to 0.2.0 in two locations. Add the `aws_arn_config_amqp_client` and `aws_arn_config_amqp10_client` handler modules and their configuration keys. Add `aws_mgmt_util` to the utility modules section. Fix CI description to clarify that `build-test.yaml` restores cached builds while `build-rabbitmq-server.yaml` builds and caches them. Remove extraneous trailing whitespace.
