Each AEP now gets its own llms.txt at /{id}/llms.txt with the full
cleaned Markdown content. The site-wide llms.txt is restructured to
contain a short description (first paragraph) of each AEP with links
to individual files, plus a Rules section listing all should/must/may
rules organized by AEP.
New helper functions: cleanContentForLLMs, getFirstParagraph,
extractRules, and buildPerAEPLLMsTxt with comprehensive test coverage.
